Rifra a is the religious freedom restoration act of 19 93. Lupa applies to land use and people who are in institut ans, largely prisons. Both were intended to reinstate the standard that the court had mostly applied prior to employment division versus smith. The sincerely held religious belief aspect of this is actually quite relevant to a lot of controversies around vaccine religious exemptions.
