Is There a Doctrine for Technology?

We need a technology doctrine in the way that we think about other areas of policy, says Eter via teas. We've sort of seen technology as growth for grow sake is a good thing and what's good for american companies to grow is good for America. But right now people aren't comfortable with calling facebook or microsoft a tool of chinese policy - they are both positively and negatively. That's something we havve to change.
