In 1956, the world redefined the second to be 131,556,925.9747. Ephemeris time was more easily determined by observing the positions of the moon against the background of stars. We left the moon behind in our quest for precision, only to return to it like a child missing home. There's nothing more unchanging and constant in the cosmos.
