Kant thinks that development or progress towards our moral of vocation is unending. Even if character can never be fully realized or perfected, we should always strive to get there. And there's a kind of political analog for that as well, which is that you're never going to get to a fully just or fully moral form of society. There's always some kind of character or order that characterizes any kind of political society.
