What Is the Goal of Welfare?

I do think we sort of demonize the poor. There is a great deal of attitude that the poor are basically lazy, that the poor don't behave well. And there's really not very much evidence to support that. What we don't do a good job of is moving people out of poverty permanently and enabling them to become self-sufficient,. That's what we should be talking about.
