New York City's Growth Target Target Is a Little High

A lot of the early things we heard was, what about places that have already done this and have been good actors? And we said, of course, that would be a totally logical thing. It has two impacts, right? One is if you've grown a lot recently, then your sort of growth target target is already a little high because you've already done a lot of great growth. Two, just like if our growth spurt was last year or the year before, it feels unfair to us to then impose a growth spurt, you know, for next year.
