If you submit a project that says we're going to be polluting the air, they'll measure the years of life lost in terms of their value. And so if you kill somebody who's young, and then you have lost all of the six and a half million dollars because that's somebody who hasn't worked yet haven't earned any of his six and ahalf million dollars. But if you kill someone who's old, then that's okay. It's not a big price tag. So if your project is going to kill a few old people with pollution, but it happens to generate money to the city,.
