Is the Civil Rights Regime a Good Idea?

But, you know, i'm also left kind of pessimistic, because, as you say, i just think the incentive tures to fix this problem aren't really there,. wilsonwell: If harassment isd statutorily defined, itis a big opening to define harasment statutorially. That's an interesting avenue of an enegety concept to explore after this.
