The design of international economic law in general is to produce decision making institutions that are insulated from democratic pressures, at least on a day to day basis. The model is that of ulysses tying himself to the mass as he passed by the sirens rit he wants to prevent himself from being tempted by his own innate human nature. In this way of understanding international economic law, innate human nature is the demos. It's the democracy that tends to always want more for itself and doesn't think about the larger whole.
