Drugs Are a Public Health Issue Not a Criminal One
In Portugal, substance abuse is a public health issue, not a criminal one. If you're living in a shitty apartment complex somewhere and everybody's selling drugs in the courtyard, they don't have to do that anymore. You can't go down to the local CVS and pick some up. It doesn't change what you have to do to get the drugs. It just changes what happens to you if you get caught with them.
