Is There a Sphermy of Influence?
In the nineteenth century, imperial powers believed there were certain cultures that because of their values in their culture, they simply had both the ability and the right to exercise a sort of geographic slash territorial dominion. The united states displayed some of those same characteristics. Putten carries on that tradition and feels that russia has a character and a history that predisposes it to have a sphere of influence where it is essentially the dominant cultural and economic power. And that's what he if it puts russia on a par with other super powers.
