The CIA have said officially that they are scouting for disaffected Russians. That's according to its espionage chief in what are, of course, very rare public remarks. Francis: This is a clear signal to disaffected Russians within Russia, within U.S., Europe and beyond. I think there should be seen as a signal that they are very aware of the numbers of people who have left,. Alina: The question now is whether it would be possible for Putin to ever be allowed back into the international fold.
