The authors are laying out the actual financial regulations used to liquidate this government debt, she says. And it seems like a lot of what they're doing here is trying to get market actors to hold government securities, Bergen writes. In the seventies, in the way to protect yourself than owning things like commodities and things like that if you had to be in bonds, Bergen adds.
