Solicitor general's advice was clear that a voice department would not impose any obligations upon the executive government to follow representations of the voice. Danny Gilbert, who is the co-chair for Australians for Indigenous constitutional recognition, sat in a submission to the Joint Select Committee,. That provision imposed is not a legally enforceable constitutional obligation to either establish or maintain the voice.
