The Evolution of the State
The first two chapters of this episode focus on the Celts and Germans. In the last chapter, Ingles talks about barbarism and civilization. He says that there have been societies which have managed without state power. This is at a definite stage of economic development where society becomes divided into classes - he writes. The state became a necessity because of this cleavage; it has not existed from all eternity according to Ingles.
