The northern european countries, especially england and the netherlands, had superior naval capability. And with all these resources, northern europeans figured that they could make very good use of the good harbors that exist all along the caribbean island chains. England was the most obvious candidate. There also were many obstacles and dangers that held people back and made it very difficult and risky to colonize.
