There's always going to be a reason to have a technique set, which means an exercise set, and a training schedule for implementing those exercises. Most of the traditional systems strongly emphasize extraordinary happiness at the local level. But contemplative practice also helps with ordinary happiness. So that using systematically cultivating focus skills directly or indirectly serves to improve every dimension of human happiness - not just a few.
