Most of these people come from the so called granzicol, which you can think of as and a french ivy league. Aristocrats struggle to get their kids into these schools to this day. They are disproportionately from paris and from the upper middle class. Oftentimes, particularly in the early stages, napoleon will use the handful of people who come from the outposts of the empire to go to these schools.
