The FBI's History
In 1908, the FBI was designed to be a small permanent detective force within the Justice Department. It's referred to at the time as a bureaucratic bastard because there are other federal agencies involved in investigating crimes. When Hoover joins the FBI, the Bureau just has a few hundred agents and they work on antitrust violations,. Crimes committed on Indian reservations. And very important for Hoover, the new federal crime of interstate car theft.
