Nazarism is so powerful that Egypt and Syria from 1958 to 1961 form the United Arab Republic, a unified country. The logic of an organization of oil exporters was stronger than the political and cultural logic of the influence of Nazarism in building a panarab oil organization. So Egypt is not a better state. And that's why you couldn't create an organization based in Cairo even though in 1959, Nazar helps convene these Arab oil congress with the idea that Cairo became the capital.
