The presence of the notary is completely meaningless, but meant to look serious. To my mind, it just sort of feels like a metaphor for the entire investigation. And I can't honestly tell if they think they actually did a good job on the investigation and they're trying to take a victory lap or whether they think they can fool us all into believing this was a real investigation by saying we had a notary.
