The Invention of Measurement
Measurement is something that, historically speaking, has been incredibly important for states. For millennia, making sure that your citizens had access to consistent units of measurement was both prerogative and duty of the ruler. So it's measuring out a grain and wool and resources that need to be stored and traded. And often this is very practical things.
