It's Not All About Numbers
In 19 39, strete 19 forty, France lost the war in six weeks. How? It's not all about numbers and other things that come into play. The French method is based on a series of assumptions. But they haven't got the method to be able to move there. They also don't have the communications to pull it off. And their motivation isn't really there because there's no urgency.
