Bolsheviks flooded petrograd with decrees and proclamations, they were met by a very hostile and very vocal opposition. There is a reason lennin was trying to shut their presses down. The educated, professional middle classes of petrograd did not support the bolshevik insurrection. And this call to strike was heated in force when bolshevik commissaurs tried to take over leadership of the various ministries.
