The Ownership of Decision

We do work a lot with with ownership, also for projects. You need to have persons who take ownership. It doesn't need to be one person. It can be two or three, but it needs to be people, and not everyone. And again, sir, i have this issue with the word should. If it just should happen, it will never so if nobody wants it to happen, or thinks it will happen, then should is not enough to actually realize a project. Must reflect on where the decision is linked to. Is there a kind of a wool of thumb? So what comes to my mind is the european system of subsidiarity. A decision must be taken
