Why Russia Isn't Involved in the Civil War in Libya

There is absolutely no evidence that russia has deployed these or moved them away from their storage locations. The actual physical changes its making appear to be minimal, if any at all. But it is clear that western officials are worried about the prospect of russia using one of these kes to escalate inside ukraine.
