In the 1920s people didn't appreciate just how much carbon we were going to emit into the atmosphere. 1896 was the first quantitative estimate and it was surprisingly good actually. We would have been acting on more speculative evidence but I think the gains from acting early would have outweighed the losses from having to act on more speculate evidence.
