The Black Family in Slavery and Freedom
Moynihan wrote that 25% of black children were born out of wedlock. By 2000, it's at 68 to 70%. And it sort of stayed there since. One theory is that welfare reform released black men from responsibility and in fact made it costly because if they married, you wouldn't get all these benefits. The other argument is unemployment. But for me, it's the kind of victimization theories that have sort of undercut a certain amount of initiative, particularly among black men.
