The 14th Amendment to the Constitution
The 14th amendment says states can limit voting based on a criminal record. The Supreme Court might take up the question, but as of right now, it says evolving standards of decency. "It's precedent night of the living dead stuff there," said CNN legal analyst John Avlon.
