Census Bureau - What's the Problem?
The census bureau was innovating a variety of different methods, some of which were more controversial than others. Sampling is used and eligible to be used in everything but onepart, data product apportionment. The controversy around differential privacy brought forward bunch of different things simultaneously. It brought forward a realization that data are made, not found. Had to reckon with the fact that those data aren't necessarily just a head count.
