A fusion power plant is going to have about the same cost whether you operate it at full power or not. I think we will find ways in which to use the extra power that it produces in useful ways. There'll be some kind of secondary consumer who gets energy on the cheap when the customers don't want to pay. It's sort of like a coal-fired plant which you can't shut down easily because you've got this huge generator that's rotating, he says.
