Aaron David Miller: When you're talking about dark power, who are the some of the individuals that work in this particular, you know, murky area of the state? He defines the Guardian elite as high ranking officials who are privy to state secrets. This is not an exact science here because a lot of it is obscured, but he came up with I don't want to call it a taxonomy.
