How Does the Market for Electricity in California Work?
Deregulation in California created a market where you can buy and sell electricity on a daily or hourly basis. Prices vary from four cents per kilowatt hour, which is what normally it's 80 to 90% of the time. 20% of all costs come from only 1% of the hours; other things don't work that way.
