Smoking tobacco or vaping tobacco simply by heating it up allows the nicotine to be liberated and go into the bloodstream. In both of the brain and body, there are these so-called nicotinic acetylcholine receptors. The differences in those receptors dictate what sorts of effects the nicotine will have on tissues.
