Why Russia Wanted to Join NATO?

i dodn't think russia would have necessarily passed all those tests. But i believe we should have responded more warmly to the idea and made plain that in the long run, when the rise china made russia more willing to abandon the neo imperial minset,. I think we should have been stronger in holding out a nato membership as as long term aim of the west.
