Decentralizing the Welfare State

The idea that, well, if you broke up the United States, they wouldn't be enough state capacity to offer a welfare state is completely false. You can take the poorest state and there still would have the sorts of resources available to them as a small European state. The US needs to embrace that idea if it's ever going to be able to really start to break up the US or at least embrace radical decentralization in any sort of orderly fashion.
