War on terrorism is a tactic, it's not an organization. It's not a state. As you pointid out, i think it would be more accurate to call it a war against alcida, which is a non state actor. We we acquaited the taliban with alcide. The Taliban were made up of afghans and some pashtunes from pakistan. They didn't know anything about the high jackings in advance. There were no afghans involved in the september eleventh attacks. If they were tobacco farmers, providing 90 % of the world tobacco supplywe would have encouraged that right to get at justt accident.
