The Phase Rip Marvel Superheroes Game
I think it's hard to make a superhero game that is balanced and will be able to work. In terms of pure play, the phase rip Marvel superheroes game really does the best job of balancing that. Champions is great too because it really encourages your own superhero creations. I love that when you file off the serial numbers and stick like a Gracho Mark's glasses on Superman and it's just like this is my superhero.
