The NTSB ruled that although the cloud ceiling was near the minimum and ice may have accumulated on the airframe, the conditions were subsequently as forecasted. Five of six pilots interviewed who had flown with Fallitz as his first officer said they were intimidated by him. The evidence collected indicated that Fallitz delayed initiating the descent into Chisholm Hibbing Airport. And this action created the need for very steep rated descent to complete the approach.
