An electromagnetic pulse can simply be created by detonating a very large nuclear device, maybe a few tens or maybe a few hundred miles up from the earth's surface. If it's a powerful enough burst, it will blast so much pulse out into the environment that it will y any electronic devices, communication systems or power grids in its vicinity. The military knows how to protect against e m p and has developed hardened metal cages for those who need them. But unfortunately, you can only do so much before your cage is overwhelmed if the blast is too close or too powerful.
