These are massive city states that are under constant surveillance. But when you're making massive transformations like this, you can't do it all at once. This is the davidike totalitarian tiptoe concept,. You don't go from a to z, you went from a to b and then b to c. So you make these small moves in incremental stages so that we the people could adjust to it slowly.
