LZ Granderson: I grew up on the Lorangles Wilder books. She was born in February of 1867, which is the month before Congress passed the Military Reconstruction Act. He says he didn't get how somebody could live through that period and not see all these different issues mixed up together. LZ: Does the federal government have a role to play in protecting civil rights or does it not?
