New Laws Regulating Emigration

In early 18 70, congress passes a new law that extend naturalization to aliens. They also state that the right to vote shall not be denied or abridged on account of a citizen's color. In short, their intent is to make native born black americans full citizens with full political rights. But new eras also bring new fears. And congress answers these fears with new laws regulating not only naturalization, but emigration.
