What Are the Use Cases for Bhar OS?

Bhar OS is expected to be used within certain government organizations. But for a wider, like mass adoption, I don't know if it will really be viable considering all the other things that have to come into the mix to make this happen. Are they going to contact OEMs or are they going to remove the standard OS and put the Bhar OS into them? How are theygoing to do this? This is something I'm not clear about. It's been tested on a few devices, but I don't knows what would be like a production version of it.
