No government, at least of all the government of a superpower, can conduct its foreign policy without some level of secrecy. If government employees think that they have a right to tell things that they find out in their government work to the New York Times, if that becomes the norm, I can assure you it will become impossible to make foreign policy and maintain the country's security.
