A lot of the family investment money is just not being kept in the country. The second problem is that there are restrictions on what insurance companies and domestic pension funds can invest in. You need to have new regulations that open that up. Taiwan was a very good example of this. They opened up their regulations and allowed their institutions and private persons to invest more in risky products. That spurred the development of a very strong and vibrant venture capital sector.
