In the US, we have a couple of salient features of our society. We're very diverse and we're pretty committed to pluralism. A universal child care program for the US does not fit that bill because a family that's not employed isn't going to benefit from it. So the best thing in the US is going to be cash. Give people cash. You could do it as a monthly check. You can do it as an annual pre-bait. But a child allowance cash will be your most choice consistent tool for the US.
