The Russians Are Angling for More Air Defense Systems, Right?

Russia boasted that it had the second military in the world. The sanctions are such that they can't build back, right? So far we've seen China filling in the gaps. They're still building stuff. But I don't think it's impossible. Look at North Korea and Iran. They were able to develop nuclear weapons while under crushing sanctions. Far worse than what Russia's under.
