For NFTs, you need to attach them to something. And then it needs to be transferable. Bitcoin doesn't have any stable identifiers natively. Ordinals are forever, except in some very rare, very interesting circumstances. So you can say, OK, I am going to link this piece of content to this ordinal. The owner of the ordinal is the owner of the piece of content in the NFT sense.
