Tiglath Pilisur III: The King of Babylonia
Over the course of his 20 years on the throne, Tiglath Pilisur III sent Assyria's armies outward in literally every direction. The east wasn't a priority, but it was still the target of at least two campaigns. Babylonia to the south was a much more important target. He brought the middle portion of the Euphrates River firmly under Assyrian control.
